SUMMARY

This Idea Brief proposes the creation of a Clean Energy Business Zone (CBiZ).

As the nation moves to clean energy, many communities currently dependent on carbon-intensive energy will be adversely affected by the transition. Manufacturing and research facilities will close and jobs will disappear. While these communities will still have the manufacturing base and the skilled workforces they need to create clean energy technologies, in many cases they lack the financial incentives they need to attract such businesses and the necessary infrastructure to maintain them. This Idea Brief proposes to create a Clean Energy Business Zone program (CBiZ) to provide these communities the financial incentives they need to attract new businesses and add jobs in a sector of the economy that is critical for our future and poised for significant expansion.
